In partnership with the Phillips Renner Foundation – an American NGO with decades of experience delivering dental care to children in underserved communities worldwide – NORA is working to close this gap. Island Smiles is a multi-year initiative bringing essential dental treatment and preventive education to over 2,000 children on Île Sainte Marie.

The Challenge: Access to Dental Care in Madagascar

Across the villages on the east coast of the island, children grow up without access to basic dental care. The consequences are visible and lasting: pain that makes it hard to eat and concentrate in school, infections that go untreated, and teeth lost early in life that affect health and development for years to come.

Dentistry on the island is either too expensive or, for many communities, simply non-existent. They have no access. Without intervention, the consequences are irreversible.

Our Approach: Treatment and Prevention Go Hand in Hand

Island Smiles is built on the understanding that access to care and the knowledge of how to maintain it must go together. The initiative combines essential dental treatment with long-term preventive education – delivered in close collaboration with schools, village communities and local health authorities.

• Dental screenings across all partner schools to assess needs and plan treatment
• Essential treatment including restorations, extractions and fluoride varnish application
• Preventive education helping children and parents understand how to care for their teeth every day
• Toothbrushes distributed to every child in the programme

NORA manages all planning, logistics, permitting and community preparation on the ground. The Phillips Renner Foundation brings the clinical expertise and the team. Together, we make it possible.

How it started and what comes next…

In September 2026, the founders of the Phillips Renner Foundation visited Île Sainte Marie as guests of NORA. In four days, nearly 1,500 children across nine schools received their first dental screening – from pre-primary through to secondary level.

The first team of dentists arrives in 2027. Between now and then, NORA is coordinating all preparation: working with local authorities, fokontany leaders, school directors and health system representatives to ensure the programme is built to last.

The Phillips Renner Foundation has made a clear commitment to returning year after year. Island Smiles is not a one-off visit. It is the beginning of a long-term partnership.

The Schools and Communities Involved

Island Smiles covers ten schools across the northern part of Île Sainte Marie, both east and west coast, reaching approximately 2,500 children from pre-primary through secondary level in vulnerable communities.

From Our Land to Their Plates: Supplementing School Nutrition

We are actively developing this land to produce a consistent supply of nutrient-rich, seasonal vegetables and fruits. A significant portion of every harvest will be delivered directly to the Nutrition Programme.

The Garden Initiative will serve as a vital supplement to our current food purchases. It guarantees an extra supply of high-quality, locally-grown produce, helping us maximize nutritional value for the children while optimizing cost savings for the programme.

Nature provides – a living laboratory

We are witnessing the incredible speed of nature here in Madagascar – every day brings new growth and exciting developments in the garden.

It is a living laboratory; we are testing which crops love the soil best where – and what actually works on the land, so we can expand our cultivation, ensuring a steady and diverse supply for the Nutrition Programme.

• Fresh Greens: Crisp salads and fragrant herbs
• Garden Staples: Cucumbers, peppers, carrots and tomatoes.
• The little extra: Courgette, pumpkin and aubergine
• Sweet Rewards: Watermelons! Waterapples! Coconuts!

We are watching the Crop Calendar for planning: intensive planting phases the rest of 2026 to ensure sustainability and to get the most out of the land. Next step is testing out onion, garlic and ginger plots.

2. The 50/50 Partnership Rather than a financial loan, we establish a social contract. In exchange for the equipment, 50% of the daily catch is contributed directly to our School Nutrition Programmes.

3. The Closed-Loop Impact The results are immediate and transformative:

• For the Fishers: They gain a stable livelihood, professional tools, and the dignity of a fair-trade partnership.
• For the Schools: Our partner schools receive a consistent, high-protein source for student lunches, drastically improving the nutritional value of our meals.
• For the Environment: By providing specific, sustainable gear, we encourage responsible fishing practices that protect the maritime ecosystem.

Why it Matters: Self-Sufficiency & Independence

This isn’t just about fishing; it’s about Food Security. By creating a system where the community feeds its own children, we reduce reliance on external food supplies and high-cost imports.

When local industry fuels local education, the path to independence becomes a reality. This “Circular Blue Economy” serves as a powerful reminder that the resources to solve local challenges often already exist within the community – they simply require the right investment to be unlocked.

In villages where after-school infrastructure is non-existent, the weekend is a missed opportunity for growth. We fill that gap. By providing a structured, voluntary space for the children in the public elementary schools in our partner villages on Ile Sainte Marie, we aren’t just “keeping them busy” – we are building cognitive and social foundations.

Education in Action

Together with a small local association L’enfant l’avenir, we use the weekends to turn academic theory into practical confidence. Whether it’s homework support, a competitive match, or a hike through the local terrain, we are building the social and mental resilience that a standard school day can’t always reach.

• Academic Support & Literacy: From practicing French, finishing weekend homework to reading sessions, we provide the support and setting.
  
• Creativity & Fine Motor Skills: Using art, drawing, and painting as a tool for development. For the youngest children it’s about fine motor control and imagination; for a teenager, it’s about the confidence to express an idea and see it through to completion on the page.
  
• Exploring Our Environment: Our hikes aren’t just walks – they are lessons in local geography and environment. We build team spirit and a deeper connection to their environment, a sense of ownership over their surroundings.
  
• Strategic Play & Physical Resilience: Through organized sports and games, we move beyond the classroom. For the older children, it’s about leadership and strategy; for the younger ones, it’s about coordination and the discipline of being part of a team.

True resilience is built when a child feels seen, supported, and inspired. By filling the weekends with purposeful activity, we aren’t just teaching skills; we are building self-esteem.

In developing regions, the “opportunity gap” often widens over the weekend. By providing structured activity, we ensure that the progress made during the school week isn’t lost, but reinforced.

The Challenges of Darkness

The absence of consistent lighting creates three critical barriers to education and safety:

• Heightened Safety Risks: Students and teachers traveling in the early morning or after dusk face increased risks on unlit paths. This often deters attendance and creates a pervasive sense of insecurity.
• Vulnerability of Assets: Without lighting, school buildings and their limited educational resources -often provided by donors – become targets for vandalism and theft.
• Underutilized Infrastructure: A lack of light prevents the school from being used for evening adult literacy classes, community meetings, or extra-curricular activities, limiting its potential as a community hub.

Our Strategy: Solar Power for Security and Access

We implement targeted solar-power solutions to provide immediate, grid-independent, and long-lasting benefits to the school and the wider community.

• Ensuring Commuter Safety By lighting central areas and pathways, we provide safe passage for students and teachers during low-light hours. This fosters a more reliable and welcoming educational environment.
• Protecting Educational Investments Lighting serves as a highly effective, low-maintenance deterrent. By eliminating dark zones, we drastically reduce the risk of crime and protect the community’s shared assets. Even though our island is in general a safe place, we have witnessed burglaries on schools without lights.
• Enhancing Community Utility Reliable light transforms the school into a multi-purpose facility. It allows for extended learning hours and provides a secure space for community development initiatives after dark.
• A Sustainable, Off-Grid Model Our solar systems harness Madagascar’s abundant sunlight, offering a cost-effective and environmentally friendly solution. This is a long-term investment that functions entirely independently of the national power grid.

Lighting that fits each school

Our core concept of local anchoring, true collaboration and the continuous NORA presence in and with our partner villages is also the foundation of our Sustainable Energy initiatives.

NORA works with communities we know and understand, and no two schools are alike. Some have fewer than 100 students and a small patch of land. Others serve over 350 students and have large grounds. Some sit in the hills, others in the sand by the beach.

At each school we assess the needs in collaboration with the community representants. We use solar street lights with integrated panels, that switch on automatically at sunset.

We currently source our solar lights locally in Madagascar. Now we are looking for partners who can supply high-quality, long-lasting solar street lamps for the 8 remaining schools in the north of the island, where there is no power grid.

Planned and installed with the people who use the space

Placement is decided together with the community, because the people who walk the paths and use the grounds every day know best where light is needed.

Installation is a joint effort between the NORA team and village volunteers, mounting lights on school buildings and on wooden poles supplied and prepared by the community on the school grounds and paths.

Maintenance is the responsibility of the school and the NORA village liaison (often a teacher or a representant of the Parent association), but our NORA team is always available and our other activities means that we are in the villages every week. NORA i son the ground in Madagascar full time and our partnerships are long-term and ongoing.

NORA brings funding, specialised equipment and professionals, while community members contribute voluntarily, assisting the local craftsmen with construction and running the kitchens once they are built. This fosters a sense of ownership, ensuring the building is protected for decades.

The Agnafiafy School Kitchen is more than a standalone project; it is a successful, scalable blueprint for embedding education and nutrition into vulnerable communities. However, the need for durable infrastructure is widespread. Our assessments of other villages across the island reveal the same challenge: inadequate facilities that directly hinder a school’s ability to provide consistent meals.

Nutrition Programmes

A child’s ability to learn is fundamentally tied to their physical well-being. In remote regions of Madagascar, economic hardship often leads to food insecurity, which directly results in poor school attendance and diminished concentration. At NORA-Madagascar, we believe that education begins with a reliable meal.

Our Strategic Approach

We do more than provide food; we build sustainable, community-led systems that ensure long-term health and educational success:

• The Foundation of Learning: A consistent, nutrient-dense meal provides the energy required for cognitive focus, reducing illness-related absences and academic struggle.

On lunch days, meals are prepared and managed by Parent Associations from the school community, so the programme is run by the families themselves. Fish is the focus of the meal, caught by local fishers through our Blue Economy pilot, and served with staples such as rice and beans that are sourced locally wherever possible.

The success of our nutrition model serves as the foundation for scaling our efforts – and we aim to replicate this vital support across other vulnerable communities on Île Sainte Marie.
