Disrupting the Cycle of Aid through Circular Partnerships

At NORA-Madagascar, we believe that true innovation happens at the intersection of local industry and social need. Our Blue Economy initiative is a community-driven pilot program designed to create a self-sustaining loop of food security and economic empowerment on the coast of Île Sainte Marie.

The Model: A Social Contract for Change

Conceived and driven by our local team members, Fidèle and Badoda, this initiative moves away from traditional charity. Instead, it creates a professional partnership between our organization and the local fishing community.

1. Strategic Investment NORA-Madagascar provides high-quality, sustainable fishing nets to local fishers who possess the skill and experience but lack the capital to invest in professional-grade equipment.

2. The 50/50 Partnership Rather than a financial loan, we establish a social contract. In exchange for the equipment, 50% of the daily catch is contributed directly to our School Nutrition Programmes.

3. The Closed-Loop Impact The results are immediate and transformative:

  • For the Fishers: They gain a stable livelihood, professional tools, and the dignity of a fair-trade partnership.
  • For the Schools: Our partner schools receive a consistent, high-protein source for student lunches, drastically improving the nutritional value of our meals.
  • For the Environment: By providing specific, sustainable gear, we encourage responsible fishing practices that protect the maritime ecosystem.

Why it Matters: Self-Sufficiency & Independence

This isn’t just about fishing; it’s about Food Security. By creating a system where the community feeds its own children, we reduce reliance on external food supplies and high-cost imports.

When local industry fuels local education, the path to independence becomes a reality. This “Circular Blue Economy” serves as a powerful reminder that the resources to solve local challenges often already exist within the community – they simply require the right investment to be unlocked.

Our Progress & Pilot Phase

We are currently piloting this initiative in Agnafiafy to supplement the upcoming launch of their Nutrition Programme. As we monitor the impact on both local livelihoods and the Nutrition Programme, we look forward to scaling this model to other coastal villages across the island.

When the community feeds its own children, the path to independence becomes a reality.
